DA Files Murder Charge In Death Of Homeless Woman In Ventura

     Updated--The Ventura woman accused of killing a homeless woman in a homeless camp near the Olive Street on ramp to the Northbound 33 Freeway in west Ventura a year ago was formerly charged with murder Thursday.

     The Ventura County DA's Office also filed special allegations of Use of a Deadly Weapon.

     40-year-old Sandra June Dillard appeared briefly in court but did not enter a plea and her arraignment was continued until November 2nd.

     The judge ordered her held in jail without bail.

     The body of 32-year-old Kelsey Ann Dillon, formerly of Thousand Oaks, was found in a homeless camp on September 24, 2021.

     She died from blunt force and sharp force injuries.

     The charges against Dillard indicate the killing happened two days earlier.

     Because it happened next to the freeway on ramp, the CHP led the investigation with help from the Ventura County Sheriff's Crime Lab, Ventura PD, and the DA's Office.

     According to jail records, Dillard was arrested Tuesday on a murder charge while already in the Ventura County Jail in connection with several other open cases, including felony battery on a peace officer.

     She is due back in court on those cases on October 5th.
