Thousand Oaks Man Accused Of Sexually Abusing Several Children Over More Than Two Decades

     The Ventura County Sheriff's Department is accusing a Thousand Oaks man with sexually abusing several young children over many years.

   They say that in the mid-1990's, now 64-year-old Jose Eduardo Monarca came to the United State from El Salvador.

   Detectives say that he would rent rooms from primarily Spanish speaking families who were also from Central America and would molest the children in those homes.

   They allege that Monarca has allegedly molested at least four females and one male between the ages of 4 and 15 over several years.

   Detectives say his alleged crimes came to light when Ventura County authorities got a call in December of last year from the Mountlake Terrace Police Department in Washington State reportingthe sexual abuse of children in Thousand Oaks sometime in 2004 or 2005.

   And investigation was launched by Ventura County authorities and they say it revealed additional sexual abused involving other alleged victims in Thousand Oaks during the past five years.

   But they also say that they cannot account for Monarca's whereabouts for much of the period between the year 2000 and 2013.

   They say that Monarca regularly attended the Seventh Day Adventist Church in Newbury Park.

   Monarca has been charged with several felony child abuse counts and is facing even more based on the investigation.

   He has pleaded not guilty to the first set of charges and will face even more charges when he appears in court against Wednesday.
