The California Highway Patrol is wrapping up an investigation that they say will recommend prosecutors file criminal charges in connection with a fatal off-road vehicle crash near Santa Paula last month.
It happened late on the afternoon of September 18th on a private dirt road near South Mountain and Balcom Canyon Roads southeast of Santa Paula.
The CHP says 25-year-old Christopher Almena of Fillmore was riding a 4-wheel drive all-terrain vehicle when it overturned.
His passenger, 23-year-old Jacqueline Reyes of Fillmore, was not wearing a seatbelt and was ejected and killed.
The CHP says they will recommend that prosecutors charge Almena with felony vehicular manslaughter while intoxicated and with operating a motor vehicle with a blood-alcohol level above the legal limit.
Following the crash, Almena was arrested but has been free on bail since then pending this investigation.
The CHP says prosecutors should get their findings and recommendations soon.
